I have a new ipad mini and iphone 11 that will not pair after iphone crashed and has since been restored.

Do you mean that you want to sign into iCloud on both devices? You can't "pair" iPad with iPhone but you can sign into iCloud on both to sync calendars, texts, and all other iCloud services. See below:
