Recover passcode

After following Apple's online advice to recover forgotten passcode on my iPhone SE, my phone failed to get into recovery mode and went instead to a diagnostics page which failed to recognize the wifi signal I"m using now. The phone is now turned off until I have the passcode. Incidentally I've been waiting about thirty minutes for Chat with Apple Support to respond. Also, I can't post this question because after hitting submit, I get a "please choose a topic" line that is locked and uneditable; way to go apple support.
