Verification required for app redownloads

So every time I am redownloading a app it ask for verification, then it'll go to billing address and then it will repeat this over and over, not letting me redownload the app. As for apps ive never downloaded i can easily put my finger print in then it works easily. I’ve repeatedly put the password into verification and then reviewed the address multiple times still wouldn’t work.
