Offloaded apps automatically reinstalling

I regularly check to see if I have any apps downloaded that I don’t need now but might need later and offload them, and I’ve been doing this for a while with no problems. However, a couple of months ago I started experiencing issues on my phone when I offloaded the following apps: Music, Stocks, Reminders, Podcasts, Books, Home, Calendar, Voice Memos, Compass, and Shortcuts. I routinely offload them because I almost never use them, but within minutes of offloading they have all automatically reinstalled on my phone. I really need the storage right now and would appreciate if someone could help make sure they stay offloaded when I want them to.

Thanks for participating in the Apple Support Communities. We understand that some apps are being reinstalled shortly after offloading them. Let's see how we can help. If you haven't done so already, restart your iPhone. Sometimes this step can fix unexpected behavior. If restarting doesn't help, make sure you're running the latest iOS version that is compatible with your device: Get the latest software updates from Apple. From your post it looks like this is happening with built-in apps. Does this also happen with apps you've downloaded?
