Found an ipad. It's activation locked. how do i find the owner?

The owner has the option to put contact information on the screen.
If the iPad is charged, you can ask Siri who owns it and may get helpful
information if properly setup.
Otherwise, turn it in to the local authorities or the Lost & Found Department
of the location where found.
