My search bar on top left only searched my library but gives no options to search Apple Music or iTunes. I can’t find any restriction tabs in preferences. All parental controls are off. What gives?

After clicking in the search bar in the sidebar did you see the options at the top right of the main window? See the following example from Buy music from the iTunes Store - Apple Support
No nothing pops up in the right or anywhere. Only searches library
