why does my boyfriends phone randomly discontinue sharing location with me, is he using a private VPN?

It depends on how he is sharing location with you.

Basically there two things could be happening.
- He turned off sharing his location with you temporarily.
- He is in an area with bad service and is not able to be located.
A VPN generally would not affect his location with the Find My Friends app since it is based on GPS and not just IP address which a VPN affects.
