I ran into a somewhat similar issue and needed to contact Apple directly (https://support.apple.com/en-us/HT201232) to get the issue resolved. Be prepared with your Mac's serial number and you purchase receipt with the date of purchase.
Also, make sure you are in a location where you can be on line if Apple needs to directly verify your Mac.

The serial number is printed in fine light-colored font on the bottom of the case. Use it and try again.
