Esim activation problem

Esim not activated in my iPhone after scan code receive this msg on screen how can fix this problem

Esim activation not working on iphone 11 pro Purchased iphone from Apple so phone lock not an issue. When trying to scan QR code or manually entering activation code it says unable to complete mobile plan change. Not sure what the issue is. Appreciate any help!
