On my daughter's account any purchase keeps asking her to add a payment method. She is 9 yrs old! I have enabled "Ask to buy" and the parent ID which is my account already has a credit card added on top of Apple ID credit. Ideally her purchase should just send a message to me for approval.

I have tried all troubleshooting steps that you listed. All settings are correct but still whenever my daughter tries to make any purchase, she is directed to "Payment and Shipping" page which essentially is asking her to add a payment method! I don't want to add a payment method on her ID as I want her purchases to be directed to me for approval, and if approved my credit card should be charged. I don't want to add PayPal or credit card to the account of a 9yr old.
