Try a SafeBoot How to use safe mode on your Mac - Apple Support
on your M1
Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.
Login and test. Reboot as normal and test. Caches get rebuilt automatically.

I have the same problem, took it to the store, they said it’s not software related. Some 13” MacBook Pro M1’s have faulty trackpads, it’s like there’s 2 cursors on the screen and it’s glitchy/laggy. Get the trackpad replaced.
I foundd out how to solve this issue (temporarily of course), because Apple won't fix it.
I had tried lots of things from reinstalling macOS to changing the whole board on a mac.
All you have to do (when you run into this problem) just close and open your laptop and it's fixed!
Repeat it every time when you will see laggy pointer.
I hope Apple will fix this issue in the future, cause I'm waiting for it about 4 or 6 months allready.
