You just go to system preferences > keyboard > input sources and click on the + button and go to Uzbek (Cyrillic) and click on Add. Then you select it in the Input (flag) Menu at the top right of the screen.

I don't understand what you mean by "other way".
Download the Uzbek Cyr.bundle from the link I gave you. Put it in Library/Keyboard Layouts. Logout/Login. Go to system preferences > keyboard > input sources and add it to your list.
If you have a problem, let me know what it is.
I did the same but the MacBookPro running macOS High Sierra doesn't have this.
