Force dock over windows?
Haven't found a solution yet after all these years. Is there an app or a setting that forces dock over windows? Example:

Chrome is not necessarily optimized for Mac but you can contact the third party app developer...
As far as Apple developers they do not watch, follow or participate in these user to user support communities.
You can however file a bug report using this same link to submit your Apple Feedback:

Maybe I do not grok the issue—your lower screen shot seems to show the Dock over the window(?)
Hmmm. If you set your Dock to show/hide automatically— it will rise above open windows in most any situation, ie full screen mode or not full screen mode...

This is universal for all applications (all windows) on Mac, not specific to Chrome. It also happens if you click CMD + T in Safari or in Finder.
Force dock over windows?
