It is stuck on install now during setup. New phone is I 13 mini, Old phone is SE

A previous answer from an Apple specialist should help you:
’It sounds like a force restart of the iPhone is the way to go: Force restart iPhone
- Press and release the volume up button.
- Press and release the volume down button.
- Press and hold the side button.
- When the Apple logo appears, release the button.
