Apple Classroom showing students Offline

We've been struggling with the "offline" problem in our district. (we are talking about hundreds maybe thousands of student and teacher devices.)


We've possibly traced part of the problem with Mosyle managing our devices. Devices that have the profile locked (so users can't sign in/out) are having trouble keeping a connection with Apple through their Apple ID. -We update the iPadOS, unlock the profiles, sign out, reset the device, reestablish connection to WiFi, sign back in, sign in in Books (for some reason this seems to be connected), ensure WiFi, bluetooth, VPN, etc. are correct. We've been doing this for entire classrooms including teacher devices.


This seems to work 90% of the time. -But we have these errant devices who are still "offline" yet showing connection in Classroom (and showing correct enrollment within classroom), as well as showing up in school.apple.com.


Any other tips in forcing a connection?
