An MDM stands for Mobile Device Management which is a feature that allows schools to manage their devices in a more powerful way, the way to check if you have an MDM installed on your device is to go to Settings > VPN and Device Management, if it just says sign into school or work account and VPN then you do not have a MDM on your device. But more likely, it is because of Screen Time Enabled. To disable this go to Settings > Screen Time then scroll to the bottom and click Turn Off Screen Time, and then enter your Screen time Password if you have one

MDM is Mobile Device Management; it typically means that a school or business can control the security settings on your phone. Your phone may be under MDM if you have a business or school email account on your phone.


The other possible (and more likely) reason is Screen Time is turned on. This blocks changing the time settings, as being able to do so would make it possible to get around Screen Time restrictions.
