Macbook Air M1's bottom black rubber tape starting to peel off
I purchase my Macbook Air M1 the last year and is under warranty. Today I notice that the bottom black rubber tape is not well "glued". Is this issue can be fixed free by Apple Support?

You'll need to have Apple evaluate it hands-on. They might, but generally if the Mac is still operating properly this will be a cosmetic defect that is "in process" where nothing has actually failed yet ... if it ever does.
This is pretty much the same situation as rubbing the finish off and that is not covered by warranty as Apple has no control over how you maintain your unit.
