iPad library in Music app doesn't populate
Whether I connect via cable, or WiFi and click iPad, under devices the library doesn't populate. Can you help?

Boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.

Have you tried different cables and other ports on your MBA?
Do you have all 3 devices, iPhone, iPad and iPad Pro connected at the same time? Do the other two populate OK?
Try with only the iPad connected.
Hello: yes used different cables, no other ports MacBook Air connected with Apple USB / power cable. Other two devices alone with iPad are all on the same network. Yes the other two device populate. Did try with with iPad connected direct with cable.
