What is synching photos via Finder? And what happens if I allow “remove photos”?

I want to synch my photos to the cloud so I can see them on all my devices. When I select the cloud on my phone, I get a scary message that all my photos will be removed. What does that mean?

Wrong place. Go to Settings/[your name]/iCloud and turn on the switch for Photos.
