I have followed the following article to try to download photos to my PC
Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support
I have even disabled iCloud back up for Photo.
I am still not seeing the photos.
What else can I do?

Yes, and the answer in that thread also is the same. If you follow the instructions in Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support you will never see a DCIM folder.

I have the same issue as this thread. DCIM folder empty - Apple Community and I am still not able to resolve it
The fact is that the iPhone is not designed to move photos with File Explorer in Windows. What Lawrence said is factually correct. Windows, especially Windows 10 and above does not work well with the iPhone file system and you should follow the steps in the link you provided for importing photos with Windows.
That link says nothing about DCIM. If you are looking for DCIM folders you are not following the instructions in that help article.
Update to the latest version of iTunes from https://itunes.com to install the correct Windows drivers.
