DCIM Empty when I connect iPhone to PC

I have followed the following article to try to download photos to my PC

Transfer photos and videos from your iPhone, iPad, or iPod touch to your Mac or PC - Apple Support


I have even disabled iCloud back up for Photo.


I am still not seeing the photos.


What else can I do?

I actually opened Windows Photo App and clicked connected device. But windows photo app is not able to detect the iphone.
