does the charger charge all the time if I leave it plugged in

The MacOS manages the charging/power system so that neither the battery nor computer will be damaged by leaving the computer plugged in. The battery will not overcharge. You can leave the computer plugged in when needed or whenever convenient. You do not need to micromanage the system.
