Updating an old iPad to newest iOS

I have an iPad mini 2 - model # ME277LL/A; can I not update/grade to iOS 14 or greater?!

That model iPad cannot be updated beyond iOS 12.x.x.. It lacks the components to run newer software. Technology marches on and leaves older devices behind!
