iCloud storage and device storage is separate, so it's not uncommon to see device storage not reflecting the same as iCloud storage. You can read more about iCloud storage here: What's the difference between device storage and iCloud storage? - Apple Support
One thing that could be causing your iCloud to be more full can possibly be iCloud backups, if applicable. You can see how much storage space backups are using in iCloud by following the steps below.
- Open Settings on either your iPhone or iPad
- Tap your name near the top of the screen
- Tap iCloud, then tap Manage Storage
- Once that screen shows, you can tap Backups for more information.
Another step you can take directly for photos is to optimize storage. The information below shows how you can do that. Since you already have iCloud Photos enabled, you won't need to follow step two, the real important step there is number three.

Your photos and videos are stored on your device in their original, high-resolution version. This means that they use a lot of space on your iPhone, iPad, and iPod touch. With iCloud Photos, you can make more space available on your device and have your entire collection, everywhere you go.
