Bob, not to belabor this point, but Parallels software is not a beta version, but fully tested. It is used professionally by many organizations (like the New York Times) that count on reliability.
CrossOver by CodeWeavers has been around a long time and works well for many (not all) Windows apps. Both work with M1 Macs. https://www.codeweavers.com/crossover#mac

Sorry, I did not realize you were wanting to operate in a non-professional environment. My answer remains the same for anyone needing to work in a production non-testing, non beta environment.
So yes there are ways to run Windows/Windows apps. Personally I would not use these methods in an environment where data is critical to a business, schoolwork, or other important situation.
The TOU for these help communities does not allow discussion of beta/prerelease apps/OS.
There is no "best" way. Windows does not run on a M1 Mac.
