Onscreen keyboard won’t open when needed

My onscreen keyboard randomly won’t pop-up when I need it. Appears to be independent of which app I’m using, but has occurred in several apps at different times. The onscreen keyboard will appear and not appear in the same app at different times. For example, I wasn’t able to type to create a username on this site in Safari so I opened Notes - where I was able to type and pasted the username. However, last night, I couldn’t get the onscreen keyboard to work in Notes. Right now, the onscreen keyboard is working to type this, but this issue keeps coming up. Also, had this issue occur when trying to compose an email in GMail app.

I’ve restarted the phone several times to get the onscreen keyboard to appear. The issue reoccurs after a while and then I have to restart the phone again. The iOS is up to date with version 15.3.1 on my iPhone 12 mini. I saw a similar post on this issue for another product.
