I'm switching from Verizon to AT&T and have a new iPhone 12. As the question says, it's stuck on the "instal now" step of the process with the spinning wheel. It's been about an hour and other people have had had this problem, which was solved by them by force restarting the phone. I'm hesitant to do this because I am in the process of changing networks too. Any suggestions?

Here's a really simple solution that was proposed by somebody else on a similar post (from 2020!) and it worked like a charm for me when migrating to a new iPhone 13. Just hold the power button down for a few seconds then select "Start Over". That kicked it past the spinning wheel and on with the update / migration process.
You'd think Apple would have fixed this problem sometime in the last 2 years though, wouldn't you?

What is this update for exactly?
Update to my previous post: it turns out that after starting over, I had to do a manual fresh install, perform the software update, then wipe and transfer. So, not quite "really simple" after all.
