Assuming that the App is compatible with your iPad - and that both your iPad and iPhone are signed-in to iCloud and the App Store with the same AppleID, you simply need to download the App from the App Store.

App Store purchases are forever associated with the AppleID account from which they were purchased - and, for the most part, can be shared with all devices that use the same AppleID.

I would add one additional condition to LotusPilot’s list.

The iPhone 6 was released by Apple nearly eight years ago. So it may well contain old apps that are no longer offered in the App Store. You cannot get such apps on your iPad.

Actually, no, you did not. Apps are never contained in iPhone backups. (App data is in the backups. App code is not.)

If this app is not currently in the App Store, you cannot access it on the iPad.

What does “view the backups” mean exactly?

You can view the date the last iCloud backup was created at Settings > [your Apple ID] > iCloud > iCloud Backup.

You can never view what’s contained in any iOS backup.
