wont let me log in to new ipad cause to many old users
got a refurbished ipad and was making a new apple id and it says there has been to many old users and to contact apple support

There is another way to log into that iPad. Use another device, preferably a computer, a log into 👉 www.appleid.apple.com and then create a new Apple ID there. Once you have successfully created a new Apple ID on your computer, then you can use it to log on into your refurbished iPad that you just received.
NOTE: You can also use an existing Apple ID that you may have.
