Why do some Contacts on my iPhone not have an option to create a Custom Label.

Welcome to the Apple Support Communities.
This setting is affected by the contact's account you're syncing with.
Use an iCloud account for contacts and try again:
- Set up and use iCloud Contacts - Apple Support
- Use other contact accounts on iPhone - Apple Support
- Edit contacts on iPhone - Apple Support
