Changing phones with broken wifi

Hi, I have a iphone 6 and have just bought a refurbed 11.

My 6 has been broken for a while - wifi doesn't work - so it doesn't seem to have backed up

I logged onto icloud and all my photos are there, so i thought it had been, but when i try to restore from backup on the new phone, it says there isn't one. I can't do the auto set up on the 11 as it won't work with the QR type code, and when i try to sync them manually it obviously can't send all the info over 4g, keeps saying they've lost connection

I can't seem to find/log into itunes on the laptop?

Sorry... very behind the times here, but trying! Can someone help please?

You can transfer by backing up the iPhone 6 to your computer, then restoring that backup to the 11. See→Transfer data from your previous iOS or iPadOS device to your new iPhone, iPad, or iPod touch - Apple Support

iCloud has 2 independent functions. iCloud backups, and iCloud sync. It’s confusing because they both have the same name prefix. But they have no connection with each other. Go to Settings/[your name]/iCloud. You will see a bunch of switches. When you turn on a switch that data type will sync to iCloud. If you do this on multiple devices that share an Apple ID the selected data will sync to all of those devices.

But note that anything that you sync by the first method will be excluded from backups.
