When your devices communicate with other devices and services, encryption is often used. To better manage how the encryption is handled, how it is sent, and who can see it, a chain of trust is created that uses preinstalled certificates to authenticate the validity of the data that your device sends and receives.
Most of this happens in the background, and you won't usually see anything about it unless a new certificate is available, or an old certificate is being used.
You can check out Available trusted root certificates for Apple operating systems for more technical details, but the main takeaway is that if you're seeing an alert about a certificate being expired, it means that the site you're trying to visit could be compromised and may not be safe to visit or share your personal details with until they update their encryption security by updating to a new certificate.
