How to remove photos from library without losing them altogether?

I would like for Photos to NOT grab images, and would like to remove images from PHotos without losing them altogether. Any ideas?

Mac mini, macOS 10.15

Export the images from photos to wherever you want them.

You can set up Image Capture to not open Photos as the default when images or cameras are detected:
