Trying to add to wallet no options

This discussion from 2015 is clearly dated but I suspect it still applies.
How do you add rewards cards to Apple Wal… - Apple Community
Like you, I see the same “Add to Wallet” screen, although I have fewer cards in Wallet than you. (I also already have one loyalty card.)
The problem is when I click on the plus sign to add a loyalty card or rewards card manually the only cards I can add is a transit card or credit card I have no edit button
There may be an eight card maximum in Wallet.
That is with older iPhone I have a 13 max pro and an sure you can have up to 12 cards I have 9 cards right now trying figure out why my edit button is gone
