I am a musician and use voice memos to record new ideas and practice guitar.
Recently I’ve noticed that all voice memos pre 2020 are stuck on downloading while the most recent are still there!
Any help with recovering these memos would be greatly appreciated.

Welcome to the Apple Support Communities.
Restart your iPhone - Apple Support and try again. If the issue persists, turn off Voice Memos in iCloud, then turn it back on: See your recordings on all your Apple devices - Apple Support.
