can’t get my iphone to trust my laptop

I need to use my iphone internet for my laptop as I do not have access to internet at home. I am having a lot of trouble with using my iphone as a hotspot for my laptop because everytime I plug my iphone into my laptop by USB cable it seems to be completely random as to whether it will allow my laptop to use my phone’s internet or not, on some days it connects straight away, some days I have to unplug and plug back in several times while repeatedly tellong the phone to trust my laptop, and some days I cannot ever get my laptop to be able to use my iphone’s internet. I have already taken my laptop to a computer repair shop about this problem and they said that nothing is wrong with my laptop.

I really need to be able to reliably use my iphone as a hotspot does anyone know why it is so unreliable?
