I had bought a use phone off of eBay , the phone is locked to owner which I don’t know why because the person said that the phone wasn’t locked I just wanna know if you can help me .

If the phone is activation locked only the person who locked it can unlock it. This is a basic theft deterrent feature. You were lied to. Request a refund, and if they refuse check with eBay buyer protection.
