Monterey 12.3 breaks vector smart objects in Photoshop

Vector smart objects are broken in Photoshop after updating to Monterey 12.3 This happens with the latest 2022 versions of Photoshop (23.2.2) and Illustrator (26.1), as well as the last 2021 versions of both. It happens on a 2021 M1 Max MBP as wells a 2019 MacPro.

Trying to edit a smart object gives this error, and also opens Illustrator, despite the text, It just doesn't open the actual vector art into Illustrator.

I've attempted multiple files with the same results.

Adobe's response was to revert to MacOS 12.2.1. Anyone have a suggestion that doesn't involve that ordeal?

Two possible workarounds:

Right click on the Smart Object layer and choose Export Contents...
Add the Smart Object to your Photoshop's Library –> Double click on it to open it in Illustrator -> Edit in Illustrator -> Save it to update the Smart Object in Photoshop
