Help - Apple ID recovery in a loop

My Apple ID was linked to a European phone number and device that I haven't used in years. Apple keeps sending the verification codes to that phone number and device and my account has been in recovery 5 times! It is stuck in this loop: it keeps saying that in a certain number of days I would receive feedback and instructions on my new trusted US phone number (text or phone call) but I never receive them, then I have to call again Apple support, repeat again to a senior advisor, who keep have me go through that same recovery process that doesn't work. I have lost all of my contacts, and work emails for the past month! What can I do? Is anyone in the same situation?
