Is Account Lockout/Password recovery working on older devices

We are locked out of an iCloud account. It was used on a broken iPad and had not been logged into for some time. The password reset apparently does not want to work unless you are using an Apple device, the account was locked. We tried the unlock procedure at the iforgot link on a PC it did not work, never got the text, We tried twice on an older iPad using the lost my iPhone App. Never received the text after two days of waiting. Someone said the older apps are broken and you have to use a new iPhone or iPad with the Apple Security App. Is anyone else having this issue? We do not have any newer devices other than a newer 7th gen 2 year old iPad that won't turn on. We have called support several times they tell us to keep doing the same broken steps. Any help or support would be appreciated. Thank You Community. I have been using Apple since my first SE30 which I still have. Never had issues like I have the past 5 years. I was going to buy a new iPad Air, they look nice on the Apple event, but not right now with issues like this.

I solved this issue myself. 1. if you have an iCloud account attached to an iPad and you do not login to the account for a while for backups or whatever, especially child accounts, they will for security want you to reset the password. It must be done on a mac device at iforgot or you must use the newer security app on a newer device. 2. if you are locked out of the account, you then MUST use a newer iPhone or iPad with the security app installed, the "I lost my iPhone" app on older iPads and iPhones is broken and will not work for you. 3. In our case the only "newer" gen device was an iPad that won't work and can not be sent in for AppleCare+ without the locked out account. You can go to an Apple Store, but they closed ours. Apple refused to unlock the iPad even after receipts and proof of purchase was provided, do not waste your time with that. 4. Find a friend with a newer gen device that can use the Apple Security app. Apple Support refuses to reset or unlock an account by phone or over online means, so you must have a newer gen device. Find a friend or go to church and ask around. 5. Do not only own one Apple product that is up to date. 6. Personally I think this broken under 2 year old iPad will be my last Apple purchase with this big corporate type support that does not care about the single customer unless you can show up to an Apple Store or Genius Bar. Do not buy online at the Apple Store if that is your only choice.
