Screen Time settings keep Disappearing

We deleted an iCloud account on our family share and once complete created a new account. Then we moved one of our kids over to this new account.

However whenever we turn on anything related to Screen Time. In a few hours all of it resets and the settings disappear.

We have tried turning it on and off, logging her out and back in, deleting the phone and restoring, setting things from her phone or a parent phone. Nothing works, it keeps cleaning the settings back to default.
