Safari won't open links in emails

Why won't Safari open links in emails? I get many emails with links where Safari never loads the URL/page. Most are from subscribed lists.

Quit both Safari and mail, then relaunch both and try again.

Verify you have Safari set as the default browser

None of these suggestions work. Safari has been my default browser since it was introduced, but it is now about to be relegated to never being opened in favor of Firefox, which is also a security conscious browser but that works

Doesn't work. Why should I have to quit apps for Safari to work properly?

Links in emails will not open in Safari, such as https://pass.XXXX.edu/signin.html in an email from my university. Something is badly broken, and I cannot get any help.
