My payment for needed iCloud storage has been repeatedly declined today despite:
a) verifying my credit card (multiple times),
b) adding a second credit card
c) adding money to my Apple account.
What gives?

Based on Personal Experience...
Approve of this Transaction:
Contact your bank. Perhaps this is being seen as a Fraudulent transaction (though this may not be the case). So, while on the phone, let the teller know that all is fine to be proceeded with.
