Camera Roll Storage

Recently, my camera hasent been allowing me to take videos. Some video i take shows up as grey and says “unable to load video, an error occurred while loading a higher quality version of this video” So i cleared some storage and i currently have exactly 7756 pictures and 1544 videos, my storage on my apple device says my camera roll takes up 45.5 GB of my storage (my 164gb plan). My girlfriend who has a 64gb plan showed me her storage and she has exactly 22,000 pictures on her phone, yet her camera roll only takes up 5gb of storage? we both have icloud and upload our photos to icloud. is this something apple is doing to make more money off of storage? what’s going on why does my camera roll take 9 TIMES more storage to be exact while she has more than double the photos/videos i have?!??
