Arabic - English keyboard
I am writing on behalf of a newcomer to Canada. He is looking for a laptop computer with an Arabic - English keyboard. Is Apple able to accommodate him, and if so with which models?

Go to Apple’s Canadian online store and pretend you are buying a laptop. You will see a place to choose the keyboard. If Arabic is not on the list, he will have to travel to the US or buy from a non-Apple source. Apple stores do not ship outside their own country.
