Default PDF Viewer In IPadOS 15

How do I change default PDF viewer in IPAD AIR 4 ? It always opens in default note app or showing open using chrome. how do I change any of them ?

When I try to search for the answer on Apple forums in the past, the suggestions point to using a PDF document, choosing "Change All" to apply the Preview change.
