iPhone Wi-Fi connects to random networks even when Wi-Fi is turned off

My iPhone keeps connecting to random WiFi on the street and I don’t know how to stop it. This is not only when Wi-Fi is on, but even when it’s off - and I developed a habit of turning it off as soon as I leave home because of this issue: when I’m outside and there’s a network that for some reason it decides to connect to, Wi-Fi will be automatically turned on and my phone will connect, without me doing anything. Then I will turn Wi-Fi off again to disconnect, but as soon as there’s another network that could work, the same thing happens again.


This is driving me crazy because it happens at least 5 times a day, in completely different areas of the city and with totally different and unknown networks. And the networks it connects to generally don’t work (they’re either open and need registration, or closed and need a password), so when it happens it prevents me completely from using internet, which is incredibly annoying when on WhatsApp calls or similar.


I already have my settings on “ask” for “ask to join networks”, and I have reset my network settings multiple times, but nothing. Any ideas? It’s been happening for the last few months.
