Why do places say they accept Apple Pay but then I go to use my Apple Cash and they say they don’t accept that?

Why do places say they accept Apple Pay but then I go to use my Apple Cash and they say they don’t accept that? Everywhere I look online it says that I should be able to use my Apple Cash where Apple Pay is accepted yet I’ve been declined multiple times when I clearly have over the needed amount for the purchase.
