I understand that you cannot transfer monthly payment AppleCare plans which I do not want to do. I want to continue to pay for it while my family member uses the iPad with their Apple ID. I want make sure I can do this before resetting the iPad.

Yes, you can. Just keep paying for it. The Apple ID on the device doesn't actually make a difference. AppleCare+ Plans are device specific, not user specific.

You want to still pay for AppleCare on the iPad.
