Sidecar iPad Camera
While using sidecar in Monterey, can I use the iPad's camera with the mac mini?

It would not be a supported option for using the iPad's camera with a Mac mini via the Sidecar feature.
The best course of action would be to provide feedback to Apple via the dedicated feedback site: Product Feedback
However, one available option of using the iPad's camera with the Mac would be via the Continuity Camera option. This lets you scan documents, or take a picture of something with the iPad, and have it appear instantly on the Mac within specific apps: Use Continuity Camera on your Mac
