Download and Keep Originals doesn't work

I've figured out that my iCloud was using "optimize iPhone storage" setting and hi-res versions of photos were uploading to my iCloud. I want to store them directly on my iPhone so I've changed this setting to "Download and Keep Originals" but noting happened. I've tried to reboot the device, log out my iCloud, update the IOS version to the latest, plug in my charger and use Wi-Fi only - nothing helped. My photos are on iCloud. I want my iPhone to synchronize it via this option because it's hard to download and save each photo manually

Also in my Photos app it shows me that "Updating paused for 557 items". I suppose that's my photos but I don't know how to resume updating

To help resolve the issue with unpausing your photos update, start by making sure your Low Power mode is turned off: Use Low Power Mode to save battery life on your iPhone or iPad

To turn Low Power Mode on or off, go to Settings > Battery. You can also turn Low Power Mode on and off from Control Center. Go to Settings > Control Center > Customize Controls, then select Low Power Mode to add it to Control Center.When Low Power Mode is on, your iPhone or iPad will last longer before you need to charge it, but some features might take longer to update or complete. Also, some tasks might not work until you turn off Low Power Mode, or until you charge your iPhone or iPad to 80% or higher.

Connect your iPhone to the wall using an Apple certified charging cable.Make sure you are connected to a reliable Wi-Fi network. You can also try a different network to ensure the network isn't causing this issue. Next, close the Photos app and restart the iPhone. Once the iPhone is restarted, try updating the photos again: Close an app on your iPhone or iPod touch - Apple SupportRestart your iPhone
